The following are guidelines from Hockey Manitoba for this program:
- Peewee Development Squads is a rural-region program for 2nd year Peewee aged players who reside within their respective Region of the current season. In order for a Region to participate in the Development Squads program, they must have a minimum of two teams per region.
- The teams will be made up of seventeen (17) players, consisting of two (2) goaltenders, six (6) defensemen and nine (9) forwards (15 skaters).
- The formation of the teams shall be determined by the Region, they may be formed by a geographical division within the Region, or by another method determined by the Region but must be pre-approved by Hockey Manitoba. The Region shall put in place a player selection process that will provide the opportunity for any 2nd year Peewee aged player the chance to try out for a team in their region if they so desire.
- Teams are NOT to be formed as tiered 'A' and 'B' teams, they are to be selected EQUAL as possible for optimal skill development of all participants.
- Team rosters cannot hold more than one (1) goaltender and seven (7) skaters that are registered on a Bantam AA or AAA roster. Female players are eligible as long as they are rostered on a Male Peewee team in the current season.
